Cause of Action responds to resignation of DHS Deputy IG Charles Edwards

Cause of Action, a government accountability group which has investigated Department of Homeland Security (DHS) Deputy Inspector General (IG) Charles Edwards, issued the following response to his resignation.

Executive Director Dan Epstein:

“Cause of Action has investigated Charles Edwards for two years, working with information from credible insiders, and filing a FOIA request for records related to Edwards’ misconduct on March 27, 2013, which DHS OIG ignored, prompting us to sue. Our lawsuit ultimately led to the receipt of documents revealing nepotism, mismanagement and the existence of several internal complaints against Edwards, compelling us to ask the President to remove him from office. Cause of Action sees the failure of the Administration to hold Edwards accountable and Edwards’ resignation, less than three days before a Senate hearing, as a cowardly excuse to avoid answering difficult questions about allegations of his abuse and misconduct, some of which may rise to violations of the law, in the Inspector General office.”

CoA requests investigation of Sen. Harry Reid, USCIS in EB-5 abuse

In light of Senator Harry Reid’s (D-NV) expected nomination announcement of Alejandro Mayorkas as Deputy Secretary of the Department of Homeland Security (DHS), Cause of Action (CoA) sent a request for investigation to Chairwoman Barbara Boxer (D-CA) of the U.S. Senate Select Committee on Ethics, calling for the investigation of Senator Reid’s communications with U.S. Citizenship and Immigration Services (USCIS) officials and the potential fast-tracking of EB-5 immigrant investor applications.

CoA is continuing to investigate EB-5 program abuse, and just last week, we wrote to Chairman Issa of the House Oversight and Government Reform Committee urging the committee to examine USCIS’ abuse of the EB-5 program.

Statement: Cause of Action on Mayorkas’ Pending Deputy Secretary Nomination

Cause of Action, a government accountability group, sent a letter to Chairman Darrell Issa of the House Committee on Oversight and Government reform urging the committee to examine the U.S. Citizenship and Immigration Services’ (USCIS) oversight of the EB-5 visa Pilot Program. Cause of Action issued the following statement in response to the Senate Homeland Security and Governmental Affairs Committee pending nomination for Alejandro Mayorkas for Deputy Secretary of the Department of Homeland Security (DHS) :

Executive Director Dan Epstein:

“Just this week, Cause of Action sent a letter to the House Committee on Oversight and Government Reform urging the Committee to examine the USCIS’ administration of the EB-5 visa Pilot Program, which is under the oversight of Alejandro Mayorkas. Whistleblowers revealed that Mayorkas fast-tracked visa applications through the EB-5 program, which is being used to finance crony companies while failing to deliver on job creation.  In light of these concerns and the current DHS OIG investigation of Mayorkas, it was irresponsible for the Senate Homeland Security and Governmental Affairs Committee to vote on Mayorkas’ nomination for Deputy Secretary of the DHS before DHS’s internal investigation is complete.”

Washington Post: Senators call for resignation of embattled Homeland Security auditor

The government watchdog group Cause of Action wrote to Obama in July asking him to fire Edwards. The organization applauded Wednesday’s bipartisan call for the inspector general’s resignation.

“The complete lack of transparency and accountability at [the Department of Homeland Security] must come to an end,” said Cause of Action director Dan Epstein. “We hope these concerns will be taken seriously and that steps are taken to remove Edwards from his position.”

Statement: Cause of Action on Deputy IG Charles Edwards stonewalling Congress

Cause of Action, a government accountability group which has investigated Department of Homeland Security Deputy Inspector General (IG) Charles Edwards, issued the following response to the letter sent by Chairman McCaskill and Ranking Member Johnson to IG Edwards regarding his delay in providing information related to the Senate’s investigation.

Executive Director Dan Epstein:

“The lack of transparency by and failure of IG Edwards to provide documents to Cause of Action pertaining to allegations of misconduct and abuse drove us to sue DHS for records. But now DHS has taken a new and alarming stance in their affront to transparency: denying both the public’s access to documents as well as stonewalling Congress. Edwards’ failure has now extended beyond a refusal to provide documents; six members of his staff are refusing to conduct interviews with congressional investigators. IG Edwards must be held accountable for his alleged misconduct and his deliberate and continued objection to the public’s right to know about it.”

The Hill: Dan Epstein: Who should be holding whom accountable?

Who should be holding whom accountable?

By Dan Epstein  July 12, 2013

Inspectors General, who hold federal agencies accountable by conducting audits and, when needed, investigating alleged misconduct, are in place to provide oversight over how taxpayer funded federal agencies are operating. But what happens if the inspectors are allegedly conducting the misconduct?

A case in point is the recent investigation involving Department of Homeland Security (DHS) DeputyInspector General Charles Edwards and allegations of his misconduct and abuse. Senators McCaskill and Johnson share similar concerns to those of Cause of Action that have been brought forward by insiders at DHS. These concerns range from wasteful spending to the destruction of federal records, which is a criminal offense. We have already begun releasing documents we have obtained and are committed to exposing the truth about Edwards and his office.

But everyday Americans aren’t always afforded the time and resources to uncover the facts about government employees such as Edwards. That’s why, as a government watchdog group, Cause of Action is committed to exposing the overreach and cronyism fueling the federal government’s waste, fraud, and abuse of taxpayer dollars. As a result of our own investigation and information from insiders familiar with the DHS OIG office, Cause of Action sent a letter to President Obama on July 1 requesting that the President remove Edwards from his position. Edwards has failed to honestly and appropriately conduct investigations, manage subordinates, and has potentially misused public resources.

Cause of Action exposes these types of government accountability issues because Americans have the right to know how their government spends their hard earned money. We are rooted in the belief that regardless of party affiliation, we all deserve an efficient, effective government that protects our best interests rather than an ulterior political or personal agenda. Cause of Action concentrates on the decisions and rule making that may go unchecked at federal agencies.

Our staff of investigators, lawyers, and communications professionals frequently uses Freedom of Information Act (FOIA) requests to shed light on otherwise opaque facets of the federal government. We also seek to utilize valid tips from government employees who have noticed the misuse of taxpayer resources.

Our recent accountability work included a report on a Centers for Disease Control and Prevention’s (CDC) grant program revealing seven grant recipients who allegedly used federal funds to illegally lobby for tobacco taxes, clean air ordinances, and bans on sugar-sweetened drinks.

Our work doesn’t stop at exposing misuses of power; we fight to hold officials accountable through litigation and public education. Our litigation and investigations are tactical, covering a spectrum of issues and targets that are part of our greater mission to educate the public on how the government exercises its unchecked power.

By employing the checks and balances our government provides, whether through the courts or through Congressional investigations, our aim is to bring real public change through our investigations and litigation. We remain committed to shedding light on the discretionary power of unelected officials who spend our dollars and regulate our sources of livelihood.
